Next Stage Review of the NHS
Health Minister, Lord Darzi, Monday, 30th June 2008 published the final report on his Next Stage Review of the NHS.

The review has taken nine months to complete and includes the results of consultations with NHS staff, patients and stakeholder groups, including the views of over 2000 clinicians. It also links into documents published in May 2008 by each of the nine Strategic Health Authorities (SHA) in England involved in the review, which set out the healthcare vision for their region for the next ten years.
 

In his announcement on Monday, 30th June 2008, Lord Darzi stated that three mainaspects were key to transform the NHS into a world-class institution, namely alocal clinical vision, high quality of care and a new NHS Constitution.

Key points from the announcement include:

  • The need to ensure a high quality of care throughout the NHS and to build on reforms made over the last ten years
  • Pro-active investment to meet the challenges the NHS faces, including demand driven by demographics and the changing nature of disease.
  • An emphasis on primary and community care services that would lead to the modification of the QOF points.
  • Extending choice of GP through the NHS Constitution and the new right to choice,
  • Guaranteeing access to NICE approved drugs.
  • Expanding the role of NICE in the future through further investment, including the creation of an evidence based portal, and setting up a National Quality Board which would bring stakeholders together.
  • A stronger clinical engagement in commissioning.
  • A Medical Director and Clinical Advisory Board in every SHA and a Quality Observatory in every region.
  • A duty on SHAs to provide innovation with a new £150 million innovation fund.
  • More autonomy for high performing PCTs,
  • More of transparency of reporting by PCTs.
  • The strengthening of practice-based commissioning to empower primary care clinicians.
  • The introduction of an NHS leadership model that will focus on leadership with a purpose and be included in the undergraduate curriculum for nurses and doctors.
  • The aim within the first NHS Constitution of securing the NHS for the next generation and creating a shared understanding of values and principles.
  • A legal duty for every NHS organisation to take the Constitution into consideration.
